科技创新是实现中国创造的基础，是企业发展的原动力。本文根据电信运营企业的特点，提出科技创新的主要内容，探讨电信运营企业开展科技创新的体制机制建设问题，包括机构设置、科技创新内容来源、科技创新研发决策、科技创新组织流程、科技创新成果应用等内容。
