加快卫星互联网基础设施建设,推动手机直连卫星等数字经济新技术、新模式、新业态发展,已经成为全球信息通信领域的重点发展方向。手机直连低轨卫星应用面临巨大的技术挑战,我国卫星互联网技术成熟度、商业化体系尚不完善,面临差异需求与全球覆盖、产业投资与商业回报、发射需求与运载能力3方面不匹配的问题,建议结合国情特点、市场特征、技术成熟度,充分发挥我国在地面与卫星移动通信领域已形成的产业优势,探索适合我国手机直连低轨卫星的技术演进路线和商业发展路径,推动创新链、技术链、产业链、资金链衔接配套,形成开放、高效、完备、安全的卫星互联网产业和商业生态,构建适合国情的卫星互联网建设运营模式,为促进我国数字经济和新质生产力发展构建新引擎。
Accelerating the construction of satellite Internet infrastructure and promoting the development of new technologies

has become a key development direction of the global information and communication industry. The application of LEO (low earth orbit) constellation direct connection to mobile phone is facing huge technical challenges. China’s satellite Internet technology maturity and commercialization system are not perfect
and it faces the mismatch between different demand and global coverage
industrial investment and commercial return
launch demand and carrying capacity. It was suggested to combine national characteristics
market characteristics
and technology maturity. Give full play to China’s industrial advantages in the field of terrestrial and satellite mobile communications
explore technological evolution routes and commercial development paths suitable for China’s LEO constellation direct connection to mobile phone
promote the connection of innovation chain
technology chain
industrial chain and capital chain
and form an open
efficient
complete and secure satellite Internet industry and business ecology. To construct a satellite Internet construction and operation mode suitable for national conditions
and build a new engine for promoting the development of digital economy and new quality productivity in our country.
