提出了一种通信网网管支撑系统质量管控体系，研究了通过网管支撑系统运行质量指标量化以实现质量管控的方法，并对具体实现方法的技术进行了阐述，为网管支撑系统的质量管控形成了良性的优化循环，以此提高通信实体的维护、服务、管理水平。
